What is the relationship between global cities, poverty and inequality - Free Essay Example
With reference to London, Manchester and Glasgow in the UK. Introduction Debates on poverty and inequality have been always heated and topical. In the aftermath of the global financial crisis and the dogma of austerity, poverty and inequality received a newfound attention from academic and policy circles alike. What is especially interesting, for the purposes of this essay, is to look at the bare version of austerity politics and how they have fed into existing socioeconomic privation and how they are aligned with more deep seated politics dating back to Thatcherite economics and Voodoo economics (Harvey, 2005). This essay will look at the UK and specifically London, Manchester and Glasgow, and tease out themes around poverty and inequality and how they have been animated as a direct result of policy as well as decision-making at Westminster. By and large, poverty and inequality are multifaceted concepts and should not be seen as purely economic. They intersect with legacies and collective memories and the relationship between cities and inequality is therefore going to be dynamic and complicated. This essay first turns to delineating what cities, poverty and inequality are taken to mean and locate this discussion within a larger theoretical current and critique. The argument that will be proposed is that poverty and inequality are, put simply, manifested in their fullest extent in global cities, as they are the immediate receptors of government policy and dialogue. Although regional cities and towns are also affected, the contagion of policy is a lot weaker and their relationship obsc ure. To provide evidence for this argument, this essay will examine three different socioeconomic phenomena that have stark implications for poverty and inequality, namely neoliberal austerity politics, a protracted housing crisis, and finally, deindustrialization and a one-sided focus on the City. The essay concludes with a couple of policy recommendations as to how to curtail the rise of inequality in cities. Why global cities? As briefly mentioned in the introduction, this essay identifies and looks into global cities as opposed to a nation as a whole. This is because the latter is more abstract and generalized, and relies on more macroeconomic assumptions. In contrast, the former is the playground of policy and dialogue, being their proximate receptor and their locus (Musterd and Ostendorf, 2013). That is to say, global cities, in a way, symbolize what policy underlies and is about. The direct consequences that accrue allow an observer to make more credible and robust points about its relationship to inequality and poverty (Sassen, 2011). For example, if this essay were to take up national inequality, measured by the Gini coefficient, the concepts would become harder to discern and the implications unclear. Much of the theoretical literature has homed in on the root causes of inequality and how this deleterious phenomenon has come about (see Atkinson, 2015). Although this essay will later touch on and a ttempt to trace why inequality exists and is magnified in cities, it is noteworthy that most of the research into inequality shies away from looking at the direct results it has on life in global cities.Ãâ How do we explain poverty and inequality? Next, this essay turns to defining poverty and inequality. There is a presumption in favour of conflating these two to purely economic phenomena to be addressed by economic solutions. However, as will be examined, the case study of Glasgow is a powerful rejoinder to this conflation. Namely, it is a city that has competitive economic infrastructure and results, and yet lags behind in other crucial holistic social measurements. More broadly, poverty and inequality, as stated are complex and multifaceted. That is why it is suggested that the Gini coefficient is a fundamentally limited and misguided measurement to marshal in this essay. Instead, what would be more relevant would be more relevant is to look at the likes of Amartya Sen (2005) and his work on human capabilities and how potential can be frustrated in myriad non-economic ways. For this reason, this essay cannot properly infer from Londons high economic performance that it adequately caters to the problems of inequality and poverty. Put simply, that a global city grows does not mean that the least well off are benefiting as well. By taking this comprehensive approach, this essay will discuss how complex policy has complex consequences on peoples lives and general levels of contentedness. The trajectory of inequality Inequality is, by no means, novel. This discussion is embedded in a global debate about what gives rise and momentum to inequality, especially following the global financial crisis of 2008. In the core of the Western world, inequality has run amok in the past few decades, despite the fact that they have rendered modest economic growth in general (Piketty, 2014). This puzzling reality has been the subject of a lot of academic debate and contributions; some scholars have suggested that inequality is not inevitable but, in fact, beneficial, as it makes people more driven and aspirational, and more likely to celebrate and mimic such role models as Mark Zuckerberg and Warren Buffet (Lippman et al., 2005). According to this line of arguing, inequality is seen to be a by-product of entrepreneurial ability and prowess. However, it is unlikely that this line of thought captures the deep and perplexing character of inequality. To rebut the claim that inequality is a fair reflection of tal ent and ability, this essay makes a contention that it is rather the result of collective deliberate decision-making (Stieglitz, 2012). This becomes particularly evident in global cities where the contradictions therein highlight that it must be more than just a lack of talent or luck that is holding people back on such a large scale. London, for example, boasts the City which is undeniably the globes foremost financial center and also the silicon roundabout, a very promising and booming hub of entrepreneurs. Yet, it also has areas like Peckham. What has enabled this rise has been the power that landlords have in that they can charge disproportionate amounts to tenants but they can also fund their own mortgage by letting out properties (Harford, 2014). This translates very negatively for people from lower socioeconomic strata, as they lack comparable access to credit to begin with. That is why they turn to the state and council houses which cater to that. However, the latter have also been penetrated by private landlords leading to the perverse situation whereby council housing is owned privately and can also be overcharged. This is down to political choices regarding allowing the right to buy these k inds of properties, but also creating a generally more permissive framework to buy and let property. At the same time, those at the top end of the economic spectrum have benefitted from more generous inheritance and high property tax offering a glimpse into how glaring inequality can become in global cities. To contrast that, note that Berlin has recently introduced rent controls to avoid a similar scenario (Vasagar, 2015). It is therefore clear that people living in London have vastly different and unequal access to the most important asset of their consumption lives, namely their house, which has bad implications for their psychological wellbeing and the extent to which they can provide for their families sustainably. Big cities cannot afford to have these kinds of contradictions run within them, whereby lower strata segregate from the mainstream in the own communities and refuse to engage with political-decision making and active citizenship (Wheeler, 2005). This, in turn, exa cerbates the already unsteady relationship between cities and inequality, as these groups lose morale and incentive to engage with common goals and agendas. Neoliberalism The global financial crisis has made a case that the United Kingdoms government has heated and that is in favour of austerity politics. The government has engaged in discretionary benefit cuts and also has increased tuition for tertiary education, both of which disproportionally hurt the poor and therefore augment inequality. In seeing benefits reduced, a person in a big city faces profound adversity. Compounded by the housing crisis and general inflation, this person is likely to have his livelihood eroded. Their children will also have to take bloated student loans, and that is if they can afford to hold off working immediately after school. Recently, the UK government has engaged in a bait-and-switch policy whereby benefits to the poor were cut yet that was supposedly counteracted by the introduction of a living wage (OConnor and Gordon, 2015). Again, this example demonstrates that inequality is not an inevitable result of human nature and a random distribution of talent, but cr eated and magnified by governments and collective communities that have bought into the austerity dogma. This has been criticised by high-profile academics such as Pikkety (2014), Stieglitz (2012), and Atkinson (2015). The seeds of inequality were perhaps planted by Thatcherite economics and a legacy of tough-love when it comes to trade unions, workers, and the welfare state. Following Thatchers election, the government introduced a series of neoliberal reforms that placed socioeconomically vulnerable people in an even more precarious situation, stripped of participation in unions, their jobs, if they worked for a factory that closed down, and livelihoods as regressive taxation took its toll (Harvey, 2005). One of the most important features that is relevant for the purposes of this essay is that of deindustrialization and how it has engendered a deep north-south divide in the UK that is persistent and difficult to address. Through a strong and remorseless focus on the service in dustry, which was hailed as forward-looking, efficient and innovative, the UKs industrial base concentrated in cities like Manchester and Glasgow (less so) took a back seat to the city of London (The Equity Trust, 2014). The latter has been consistently nurtured with state support and policy ever since at the expensive of other sectors, such as the manufacturing one which used to make up the backbone of the British economy. Are they safe for the environment and human consumption? A genetically modified crop is a plant whose D.N.A has been altered through genetic en-gineering methods in order to introduce a new trait to a plant species not already in the plants original building block. (GMO) is bad for the environment and puts human health at risk. Introduction Due to climate change and overpopulation foods have been introduce into the global marketplace that has been genetically modified by altering the plants original D.N.A to make the plant more drought resistance, pest resistance or give it added nutritional benefits. This action creates food for human consumption that in is bad for the environment and puts human health at risk. Some familiar genetically modified foods that we consume daily have been in use for years they are corn, soybean, and potatoes. Monotonous vault Essay The emphasis on the type of person who Gradgrind is saying is helped by Dickens describing his mouth as wide, thin and hard set, and describing his voice as inflexible, dry and dictorial. By saying this he is also saying that what comes out of his mouth lacks any substance, and is calculated with no room for change. Overall, Mr . Gradgrind is portrayed as being very dull and rigid person, with a certain monotone about him. He is absent of feeling and emotion, which makes him very uninteresting to pupils. This is reflected in pupils like Bitzer, who makes a horse sound very boring, like a machine even. Dickens could be getting the message across that in order to teach about life effectively, emotion and feeling must be used. A similar opening is used by Barry Hines in A Kestrel for a Knave. He too emphasises the dullness of the lives surrounding the characters.Ã There were no curtains up. The window was a hard-edged block of colour of night sky. Inside the bedroom the darkness was of a gritty texture. The wardrobe and bed were blurred shapes in the darkness. Silence.Ã The opening paragraph shows no sign of life or light, just dullness and darkness, like the peoples lives were. The titles of each chapter are relevant to Dickens message hes putting across in the book. The first chapter is called One thing needful, which tells of how children are taught the necessity of facts. It could mean the one thing needful is facts alone. The second chapter is called Murder of the Innocents. This title gives a suggestion of whats to come. The title tells us that Dickens views the methods of teaching used at that time were a crime, for use of the word murdering. Also, murdering has been used because life has lost not in the literal sense of course, because the children are still alive but in the sense that zest for life is being lost, as well as loss of imagination, humour, animation, etc. The fact that the Dickens has spelled Innocents instead of Innocence shows that many an innocent soul is being destroyed, it gives a better picture of what is going on. The fact that both words sound the same gives emphasis as to what exactly is being lost.Ã There is a strong contrast between Sissy Jupe and Bitzer, two students in Gradgrinds class. Sissy has only recently been added to the class, arriving from a life from the circus, where imagination and all things fancy thrive. Bitzer, on the other hand, has been in Gradgrinds class from the start, and therefore has Gradgrinds principles and facts ground into him over a length of time. Bitzers utilitarian education is a complete success, whilst Sissys is a failure. An example of her failing and Bitzer succeeding is Gradgrinds request of a definition of a horse. Sissy cannot give a definition, and therefore is failing in the utilitarian system of education. She blushes, showing colour, which is not apparent anywhere else in the ro om. Sissy has already grown up in the circus, where play and imagination are encouraged. It is an environment which fosters emotions and compassionate behaviour. The circus is free and is not restricted to one area. With a free flowing imagination, it cannot suddenly be suppressed and sent into submission. Bitzer then churns out many facts about the horse making up a definition. Childhood denied The environment in which people of the Hard Times era grew up in was a very harsh and unfeeling and cold one. This was also true for Billy, his environment was similar to that of the Gradgrind children. They are stifled in their environment, prisoners of a world of utilitarianism. Gradgrinds school is very plain and bare, Dickens describing it as a monotonous vault, and being intensely whitewashed. For pupils having to learn in this kind of environment would be extremely boring, and no encouragement is given to exercise imagination, so it wouldnt be exercised. And what Gradgrind is teaching will sink in more. The fact that they are referred to as numbers and not individuals Girl number twenty, a definition of a horse, makes the class seem like one big learning sponge, and in this environment they would not learn that anything else other that facts is important, which is exactly the message which Gradgrind is putting across. The school and classrooms of Billy Casper do not faire much better than those in Hard Times. They too are plain, dull, and the school is generally enclosed. This negative aura would discourage the children from learning properly.Ã Generally, a grim feeling of the environment is given to both places the novels are set in. Dickens names his fictional area Coketown, which says a lot about the image he is trying to portray. Coke will make us think that it is a very typical industrial town, and the fact the product which they export is in the name of the city symbolises that it revolves around work, and making money, therefore having many self-seeking and money-hungry inhabitants. Coke is black, messy and generally an unfavourable substance. The fact that coke is incorporated into the name of the town represents what the town is like dark and dirty. Dickens sees Coketown as oppressive and destructive; it is a prison from which no-one can escape: Nature was as strongly bricked out as the killing airs and gasses were bricked in; at the heart of the labyrinth of narrow courts upon courts, and close streets upon streets and the whole an unnatural family, shouldering, and trampling, and pressing one another to death. Ã Nature is bricked out of Coketown. Dickens suggests that the heavy industrial domination of the town and people being confined from nature is unnatural. Factories produce killing airs and gasses which produce dead people; life is being slowly drained from the people of Coketown they are being murdered by industrialisation and the owners desires for profit. Similar visions depicted by Barry Hines are given in A Kestrel for a Knave, although there is another very different setting existing alongside the industrial one, a major difference in the two books which affects the outcome of Billys life greatly.Ã Barry Hines suggests that the environment is responsible for shaping peoples behaviour. The grimness of the environment for Billy is brought across early in the book, as on the first line Hines describes the widow as a hard edged block of colour against the night sky and the darkness in his bedroom having a gritty texture. At home and school Billy is rude. An example of this is when he makes a V sign at his mother, blows a raspberry and runs off. He does this for a reason, his mother and brother are very unreasonable people, almost perfect inadvertent products of utilitarianism. They show no (or very little) love or compassion for him, and only use him to benefit themselves. At the time of Billys childhood, the vast majority of boys were earmarked for industrial labour, most commonly working down the mines. This seemed to be the thing that Billy feared most ending up working down tpit. The fact that school offered almost zero alternative for a job or career must have affected Billys view on his educations value. For example, when Billy is interviewed for career choices, he shows no interest or compassion. One word answers to all the questions asked and seems itching to get out of there to do better things, even though this in theory is really important. However, in the natural environment Billys behaviour is completely different. Qualities not apparent in the urban environment shine in the natural one, such as patience, stealth, being hardworking, being athletically competent, being a good trainer, and having the ability to learn quickly and successfully. All these skills are reflected in the kestrel he trains in the fields, completely successfully and independently. When Billy has his daydream is assembly, the language is quite different from earlier in the book. Explicit detail is used in describing how he treats her and looks after her, and how he has educated himself for her. This fully contrasts with the assembly episode in which it is wedged between, as the language is not very descriptive and emphasises fear and monotony. A good example of this is when the boy chosen to read an extract from the Bible telling us of a man who loses one of his 100 sheep, leaving 99 on the hillside to go in search of the solitary straying sheep. He finds it, and is more delighted in finding this one sheep than the fact the other 99 did not stray. The moral is that you should treat everyone as an individual and not generalise groups of people.

Is It Possible To Control Your Whole Life Is There A Way To Know How
Is it possible to control your whole life? Is there a way to know how your life will turn out before it happens? In the play of "Death of the Salesman" Willy loman faces these questions. Willy Loman was a simple man who was a salesman. Since Willy thought that his life was so simple he thought that he could control everything to it. Willy Loman thought that he could control the aspect of his job, he thought he could control how successful his kids were going to be in business and most of all the thought he could control how people had felt about him. In a way Willy Loman was living in his own little world were he had control when in fact his life had control over him. As this is seen Willy Loman doesn't realize that life is unpredictable you cant control every detail of were you work, what happens to your life nor can you control how people feel about you. Willy Loman feels that he has control over were he works. He feels that if he wants to make his life a little easier he can go to his boss and ask him to move him from working in New England to New York. As Willy leaves his house for Howard's (Willy's boss) office he says to his wife Linda "I'm gonna knock Howard for look, kid Ill get an advance and Ill come home with a New England job" (74). Willy Loman feels that he is in charge of his life. He thinks that since he worked for a sales company for a long time he can get what he wants. In fact, Willy Loman has no control over whether he will get the job in New York. When Willy goes to Howard Willy felt very confident that he will come back with the job after all he has worked with this company for a long time. As Willy had started talking to Howard the unexpected is said by his boss "I appreciat that Willy but there just is not a sport for you. If I had a sport for you would slam you in" (122). Not only didn't Willy get the New York j ob but he had lost his old job to. As this is said one of the critics remarks to this event by saying "The coldness of his former boss' son ? the bills, the car, the tinkering around the house. And most of it all: the illusions by which he has lived ? opportunities missed, wrong formulas for success, fatal misconceptions about his place in the scheme of things" (Atkinson 23). Willy sometimes lives in flashbacks of his life he sees the right path to a better life, he sees the changes he is going to do or are going to happen but when he goes back to the present he doesn't see the changes happen. An example is the flashback of when Willy's brother comes to visit. Ben is a self-made rich man and he offers willy a chance of a lifetime to work in Alaska. Willy decides not to as he says " We'll do it here, Ben you hear me? Were going to do it here!" The reason that Willy decided not to go with Ben was because he felt he was "building something with the firm" (85). As Willy goes to the present he realizes that that business has failed him and he really was not building anything. Another flashback seen that Willy goes back to is when Bernard comes over to Biff's house and tells him that he forgot to come over and study. When disappointed Bernard was leaving Willy had said "Bernard can get the marks in school, y'understand, but your going to be 5 times ahead of him in the business world" (33). What Willly meant by that was even though Bernares was smarter then his sons, they were going to be ahead in the business world. He was a firm believer in that its not what you know its who you know and how well you are liked and Willy had thought that his son's had the type of look to be liked unlike Bernard.
